Describe the bug

when someone messes up and puts the same label on twice we have an issue where it will cause miss labels

Expected behavior

only one label to a pallet in the plant

we should no add in the dyco check so the rfid must scan and it must also validate against the dyco.

if dyco is out of sync it should be corrected before a label can print. also we need to haev a 2 min, min between manual prints going froward, all manual prints will now need to be emailed out as well.
