Proposed Improvement

Describe the improvement.

Add a new option that will allow us to ignore the timer stuff so a cron job is not made when this is active.

When we do have a notification like this we should auto update the active state based on the feature state.

Example in the ui if the ignore is true then that active is hidden in the web ui with a statement controlled by feature switch.

Then when we turn on the feature or off inside its feature controller we will add a db update to also update the specific notification.

also add in a level

first level after goes to a user
second level after x days of not checking go to plant manager + manager of department
3rd level go to regional
